Abyan Local Corporation for water and sanitation services (LC) serves approximately 108,406 people, with 66% connected to the public water supply and 61% to the sanitation system. The LC operates 39 wells distributed across three wellfields. Significant rehabilitation of the water and sanitation systems was carried out between 2014 and 2018 with support from the Social Fund of Development and the German Development Bank 'KfW'. Despite no direct damage from the recent crisis, operations have been impacted by power and fuel shortages, reduced revenues, and security issues. The LC's water supply system is relatively stable, but the sanitation system lacks wastewater treatment plants in key areas like Zinjibar and Ja’ar. The LC continues to face challenges in governance, staffing, financial management, customer service, and IT infrastructure, necessitating urgent and long-term technical assistance and investment measures to improve overall functionality and service delivery.
Annex 6 Technical Assessment Report for Abyan LC provides a comprehensive situational analysis of the water and sanitation infrastructure in Abyan, outlining the institutional framework, technical condition, and financial status of the LC while highlighting the impact of recent conflicts on its infrastructure and operations. The report details the existing water and sanitation systems, identifies key challenges, and proposes technical assistance and investment plans to enhance the LC's capacity and resilience, emphasizing the need for substantial investment in infrastructure rehabilitation, equipment procurement, and capacity building to ensure sustainable water and sanitation services. Complementing this, the questionnaire forms, divided into institutional (Part A) and technical (Part B) sections, gather detailed information on the organizational structure, staffing, financial management, customer services, and technical operations of the Abyan LC.
